You could definitely do it w/ one of the Boris suites. Boris Continuum Complete has a Rain module, or Particle Illusion would likely have a number of emitters that have rain on glass type effects.

Of course those are commercial products though.
Not saying that is how this particular person did it, but that’s one method that would be possible in easier to use software like Vegas.
