Just as a reminder, pure megapixel count is rarely a limiting factor in image or video quality and 1.5 Mpix at 15 fps is certainly enough to capture a clear enough video. DVD-Video was roughly 0.4 Mpix at 25 fps. 720p is around 0.9 Mpix. 15 fps is surely noticeable but still smooth enough to be watchable.
I know this is fake because camcorders in 1999 were all 480i.
