Kinda looks like they intentionally designed it so $5 is the most value so people wouldn’t just buy one ticket.

Maybe they are trying to stop people from buying a shit load of tickets, so that everyone gets a chance to buy tickets and win prizes.
I ran a charity wheel raffle one time, and the same three fuckers bought all the tickets every round because the donated prizes were worth more than they were raffling them off for.
Would have been more fair imo charging more to people buying multiple tickets, or limiting tickets to one per person, or saying you can one win one prize during the day.
I would buy 10 tickets, then after they give me ten buy another ten and do that a total of 4 times.
