    I’d just point out that they are carrying full-length trapdoor Springfield rifles, which are an Infantry rather than a Cavalry weapon. Is it possible that these men are members of the (segregated) 24th or 25th Infantry Regiments?

    The 10th Cav left their horses in Florida when they embarked for Cuba and fought as infantry. Explains the infantry rifles and bayonets.

    Found the OP’s photo on the National Park Service website. The caption, given the era, would definitely trigger Redditors today.
