Remember that all cars burned leaded gasoline back then and there were no tailpipe emissions regulations at all. This police officer was breathing concentrated leaded gas fumes all day, every day. Poor fella.

Holland Tunnel, I think. It doesn’t look any different now, even the rails are still there. As a kid I would always watch eagerly hoping to see one of those carts. They either stopped using them altogether, or only on rare occasions many years ago.
The [1996 movie *Daylight*](https://www.youtube.com/watch?v=imD7u-1PW8Y) takes place almost entirely in the tunnel and you can see how little has changed in 40 years. 25 years later, not much different either.
These days they would just be moving targets.

Is this guy being told to stop or to slow down? There doesn’t seem to be a shoulder so it seems dangerous for him to just stop in his lane in the middle of the tunnel.

The guy in the car probably said, in his best Jimmy Cagney gangster voice, “Oh yeah, copper? Whaddya gonna do about it?” and went even faster. The cop in his little putt-putt watched and as his shoulders sank, muttered, “Not much.”
