Looking at the cars and the road signs, I think this is in the north of France, circa 1979.
The Citroën GS has a long number plate, so it is probably not the south of Belgium.
Looking at the style of the buildings and the dirt on them, maybe it is Lille
East or West Germany?
It’s Fance. Telegraph in German is spelled Telegraf while in French it is Télégraphe, France had also black & silver vehicle number plates in the 1970’s
