I’d assume it’s intentional. Looking it up, Specsavers is optometrists. I assume the joke is someone (with poor vision) trips on the curb, and while they’re on the ground the sign reads: Should’ve gone to Specsavers
In advertising these are like billboards. When your lease is up a lot of time they will flip your advert upside down until they get either a new customer or you renew.
Given the logo is the right way up then it’s the advertisers intention.

UPDATE. After inspecting the sign closer on another visit, the logo is indeed upside down!! Must have been the sign company… maybe they were joking?
