My guess is that this is in china or SE Asia where you would want someone who might be used to squatting on the potty not to do so. But I don’t know why they would post that in English. Also, they often don’t use toilet paper so the plumbing isn’t designed for it. So the sign below is “don’t throw toilet paper in the toilet.”

The squat is the best way to poop. It straightens the rectum and makes it easy. Not to mention public toilets were the seats itself are germ infested. How are people ok with it touching their thighs?
At home maybe ok, but at public toilets people should be squatting
