Long story short
First, ballots are meant to be secret. It becomes problematic when politicians can physically see who voted for who.
Second, envelopes containing absentee and mail-in ballots DO have a barcode so that one person gets one vote. Once the ballot is received, the ballot is removed from the envelope before being counted, this ensures the ballot itself remains secret
