The Smithsonian has this photo and says it is of George W. Butcher and friend in front of the Butcher home in Lincoln, Nebraska. The date they give is between 1919 and 1925.

The photo can also be found at findagrave.com where the memorial is:

    >This photo is included in the book “Lincoln in Black and White 1910 – 1920” by Douglas Keister and Edward F. Zimmer.

    >The caption reads, “George W. Butcher and Friend. The address on the house of these well-appointed gentlemen is 2001, corresponding with the home of George and Fronia Butcher, 2001 U Street. George (thought to be the taller man) was born in Philadelphia in 1874, died at the VA Hospital in 1958, and is interred in Wyuka Cemetery’s Soldiers Circle. He worked for Chicago & Rock Island Railroad as a porter, and for Burlington Railroad as a laborer in the Havelock Shops. Fronia Butcher was even more long-lived, reaching 100 years of age (1879-1979). George’s dapper companion in this portrait remains unidentified.”
