Tromso, Norway! I recognize that Kino sign on the right. Happened to visit during their winter marathon a few years ago, and the setup and location was exactly the same as in this video.

We do it with sled dogs in the US.

Used to do this (minus the whipping) with my rollerblades on and my dogs pulling. They loved it.
It’s called Skijoring! Although I’ve never seen it behind a reindeer. Pretty popular behind horses/dogs
