Fairly certain that is Clovelly in Devon. Dover is a town in Kent.

Clovelly isn’t a cozy town. It’s a privately owned village in North Devon. It is pretty enough because it is specifically maintained as a tourist destination. There is an entrance fee just to visit and like the main street it is fairly steep.
