Rather than take an unremarkable photo of someone struggling, why not start a conversation. Their story and permission to take such a photo would be much more interesting than this shameless attempt. Talk to them, understand their trouble, offer help if you can; then you have the right to take a photo if they agree.

This is extremely common over there. When I visited Paris I got a hostel right on the outskirts of the main tourist area, which equates to a 15 minute walk to the tourist destinations. The outskirts are pitiful. Ridden with homeless everywhere and overall dirty streets.
OP is an noob. This is one of the busiest streets in Paris. It’d be like someone shocked they saw a homeless person in Times Square.
