Talk to them, understand their trouble, offer help if you can; then you have the right to take a photo if they agree.
This is extremely common over there. When I visited Paris I got a hostel right on the outskirts of the main tourist area, which equates to a 15 minute walk to the tourist destinations. The outskirts are pitiful. Ridden with homeless everywhere and overall dirty streets.
