How come ground floor is a whole flight of stairs above ground though?
Thats the way they built it. There is another floor under it. So no floors on ground level.

I’m pretty sure thats not for wheel chairs. Those are for scooters, motorcycles, bicycles etc. to be pulled up into the porch area and away from the road.

In China they have these but they’re used for people to walk their bikes up, not for wheelchairs. Thus might be the same given the grade

My doctor has a ramp just like these and I’m living in gernany.
It’s great. I actually tried to get up once and just fell backwards with my wheelchair.

That’s strange. When I was in China, I saw these very similar ramps at the hotels, and we all used them for pulling our rolling suitcases up alongside us while we walked up the stairs.
This is the kind of shit that happens when you have enough money to bribe the department that does the accessibility checks, but not enough to bribe the city works guy who approves sidewalk modification.
I think a lot of countries in Europe end up with ramps like this. I also first thought these were shitty wheel chair access when I saw them but truthfully most places have no government standard or care for allowing access for those disabled in this way so it’s not a “better than nothing” thing it’s “this is a ramp for things like carts, dollys, etc”. Wheelchair users are pretty shit out of luck in those parts.

Everyone’s getting confused. OP said wheel chair ramps, he didn’t say ramps for wheel chairs.
These ramps are in place for people to hurt themselves badly enough that they need a wheelchair.
They are bike ramps. You walk up the stairs with your bike rolling up the ramp. Easier than carrying it up the stairs and off the street.
