That shows the actual time when it was changed. Like 5 in the morning or something. Less chaotic then you’re pointing at.
It was actually not dramatic at all, it was planned for long time and most cars were even before left hand drive.
Pretty sure this is New York, Miami, and about every major city in the IS everyday.
