Can you upload the full and raw file(s) to somewhere?
It looks like water on the lens is distorting some lights. What is the camera pointed at?
I am going to go with ice crystals forming on the outer lens cover.
The weird moving etc is probably just light refracting through as they would be very tiny.
The back and forth shifting is possibly the auto focus or something hunting to find focus on something it doesn’t realise is so close. A similar thing happens with my trail cams in Australia, but I have never delt with ice, but tiny spiders setting up webs in front and the camera hunting for focus.
