I played through this game dozens of time and never heard something like that. Try it I must.
Next you will tell me there is a secret lure you can use to makes it much easier to catch fish! But he will not accept them as breaking the record! /s
While the part about taking his hat and having to pay 50 rupees is true, further research tells me the ruling is not posted after you do this.
Instead, it seems the rule stating “No casting at anyone” is always there, and is a clue to finding the secret in the first place!
We found this when we were kids – so funny!
You can steal the hat, but you can’t leave with it (without glitching the game). You also won’t be fined. You’re not allowed to leave with the finishing rod, and you can’t return the fishing rod without first returning the hat.
I did this literally last week.
Reminds me of the shop in Links Awakening. You can steal an item while the shopkeep isn’t looking. But the next time you come back, he insta kills you, and your name is forever changed to “THEIF”. Not sure if they still had this in the remake.

I’ve watch a few very detailed guides on OOT I’m shocked I haven’t seen this.
In Twilight Princess, it’s shown that he took credit for catching the Hylian Loach.
I accidentally caught his hat when playing as a child (I guess I was really bad at fishing). I was alone when I did it and tried to show it to my siblings and friends, but I could never successfully do it again so they thought I made it up. Internet was much less used then so the thought of looking it up online didn’t even occur to me at the time, and the info may not have existed anyway. I will be sending this post as validation 23 years in the making.
This was a good one, I took the free rupees every run.

I’d say the biggest secret in this game is the mini arwing used to test/debug the lock on targeting system

Additionally it’s reflected during the end credits. At the Lon Lon Ranch party at the end there’s a shot of all the NPC shopkeepers. The fisherman will/won’t have his hat depending on if you stole it.
This might get buried in the comments but I believe you can use his hat as a lure also

Fun fact which I SWEAR is true, me and my brother actually discovered this originally and we wrote Nintendo Power (the magazine at the time) and they published it along with something else we discovered.. Only on the special golded cartridge version there is a way to actually leave with the fishing pole and use it out in the world. Weird that it doesn’t work with the regular one so it makes you wonder if there were any other hidden differences. Never did catch a fish outside though.
Would the black gauntlets be considered a secret? (Since it involves exploits and isn’t a normal item).
Don’t forget the final cut scene. If you leave with his hat he doesn’t have it in the cut scene
I’m still learning new things about this game even after completing the game 100% not bragging about that but it’s like man what else have we missed in this game?
its the little stuff like this that helped make this game so special, OoT was my childhood
You can say about Nintendo what you want but goddamn their games have lots of attention to details. Replayed Majoras Mask about one year ago (Didn’t finish it back then as a kid. Was somehow disappointed about the change of style compared to OoT. It’s a fantastic Zelda though).
One example would be how Link’s animation changes when looting chests depending on which (transforming) mask he wears.
