Problem is, when you have a major quake, the land the walls are built on can subside by several feet.
This is what happened in 2011. Everybody has seen the video of the water spilling over the seawall and taking cars with it. It was built high enough. But the land itself sank.
It’s hard to engineer around such things. So the Japanese are busy trying to address what can be saved in a lesser quake/tsunami.
