they forgot to move the trees
This is the thing with construction and blueprints. Every crew has their own build plans laid out by the project manager. The excavator guys get the dirt flat. The tree guys have to mark and lay trees. The brick and concrete guys lay brick and concrete. Unfortunately, it’s not the next company’s job to inform another company about their fuck ups. One crew can screw up the planning, but every crew will continue to follow the plan to the T and stuff like this happens lol
My bet is someone used the wrong side of an engineering ruler for scaled measurements.
Tree: how do i grow?
Trees were existing before the paving went down. Pavers followed the plan because that’s their job. Either someone didn’t cut the trees down or someone didn’t measure right. Either way pavers probs didn’t have the luxury of waiting for confirmation as they charged a day rate for sand to go down, screed and lay. Waiting to confirm would have cost them half a day’s pay. Cheaper for someone else to fix later at that point than to inconvenience pavers

As someone dealing with call for bids in the EU this maybe could be explaind with r/MaliciousCompliance If a city has to do some work they must call for bids and they ask specificly what they want. Because they pick the lowest price, margins are low. So the companies bidding for the work searching for loopholes to get more money.
For the company i’ve worked for, we had to build a big office and the documents for the bidding had no qualified which lamps and how bright they should be, just how many. So we put very dull lights in. After the building was completed they couldn’t use it because the dull lights. So we offerd to change them against better ones. FOR EXTRA MONEY. This is the way the company makes money they dont or even lose on the first offer but build with malicious comapliance and get their margin with fxing the stuff up after the fact.

The plan was/is cut down trees and plant new. Either the trees just haven’t been cut down yet or there was backlash about cutting them down and they are stuck
