Crazy Taxi was THE game. Mad amounts of slow down, really pushed the DC to the limit
sonic adventure, dead or alive, jet set radio, crazy taxi, Tony hawk’s pro skater 2, resident evil 3, ready 2 rumble, soul reaver
Grandia 2. The greatest anime game I’ve ever played. It’s combat is unrivaled
Skies of Arcadia, Grandia 2, and Shenmue if you don’t mind the slog
You got to get Seaman its hilarious and disturbing.

I’m sure I’m missing several other great titles. DC is a great system and highly modable/3rd party upgrades.
Even if the disc reader is toast, just grab a GDEmu and SD card for it if you don’t want to replace it. Very easy to swap and install. Also, if it has power supply issues, there are PSU upgrades that are also easy and affordable to install.
I just recently got rid of mine and had the whole works done on it with various mods and a Behar Bros. VGA box.
Shenmue and Shenmue 2 are must plays
Shenmue and Power Stone 2 without a doubt
Playing today and beating in mind many of its best titles have hd versions I’d recommend different games than were best at the time.
Chu Chu Rocket is amazing if you can get a few controllers and friends round.
Bangai-o is about the best Dreamcast game that isn’t better any other way.
Space Channel 5 is brilliant and modern versions have problems synching with monitors. Dunno if the DC version plays nice with hd tvs though.
Soul caliber and Jetset radio.

Ready 2 rumble boxing and shenmue 1&2
They’re all free to pirate really easily. That’s a major reason why it failed commercialy. I had one when they came out and I had a binder full of games on CD-ROM! Lol.
